(1930 - 1997). Folklorista, ensayista e investigador. Nació en Santo Domingo, el 2 de agosto de 1930 y Murió en la misma ciudad, el 28 de julio de 1997.Hijo de Félix Enrique Lizardo y Cruz María Barinas. Sus primeros estudios los realizó en su ciudad natal y en San Cristóbal concluyó los secundarios.
Empezó los estudió de medicina en la Universidad Autónoma de Santo Domingo, pero no terminó esa carrera. También filosofía y letras, pero finalmente se inclinó por el estudio del Folklore Dominicano. Su primer curso en esta árealo efectuó en 1961, en La Habana, Cuba. Más tarde estudió etnografía en laUniversidad de Estocolmo, Suecia, entre 1966- 1967.A su regreso al país se dedicó de lleno a la investigación de las raíces culturales nacionales.
Fue director fundador del Ballet Folklórico Dominicano, desde 1975,del Ballet Folklórico del Centro de la Cultura de Santiago en 1980 y del Ballet Folklórico, Nacional desde 1981.
Entre 1976 y 1977 realizó una investigación para la Enciclopedia Dominicana, para redactar la parte correspondiente al folklore en dicha obra.
Fruto de sus investigaciones son sus obras: “La canción folklórica en Santo Domingo”, “Metodología de la Danza”, “Danzas y bailes folklóricos dominicanos”, “Instrumentos musicales indígenas dominicanos”, “cultura africana en Santo Domingo”, “El folklore: Problemas, métodos y prioridades”, entre otras tantas.

1930 to 1997). Folklorist, essayist researcher. Born in Santo Domingo on August 2 1930 and died in the same city on July 28, 1997. Son of Felix Enrique Cruz and Maria Lizardo Barinas. His early studies were conducted in his hometown in San Cristobal and found the side.
He began the study of medicine at the Autonomous University of Santo Domingo, but did not finish the race. Also philosophy and letters, but finally bowed to the study of Folklore Dominicano. His first course in this area made it in 1961 in Havana, Cuba. Later he studied ethnology at the University of Stockholm, Sweden between 1966 to 1967. Upon his return to the country is fully devoted to research on national cultural roots.
He was founding director of the Ballet Folklorico Dominicano, since 1975, Ballet Folklorico Cultural Center in Santiago in 1980 and the Ballet Folklorico, National since 1981.
Between 1976 and 1977 conducted an investigation to the Encyclopedia Dominican drafting the part of the folklore in the works.
The fruit of their research works are: "The folk song in Santo Domingo", "Methodology of the Dance", "Dancing and Dominican folk dances, musical instruments indigenous Dominicans, African culture in Santo Domingo", "Folklore : Problems, methods and priorities ", among others.
